The Ministry Profile

The Djuanda Declaration, 13 December 1957, stated that Indonesia is an Archipelagic State. It is stipulated that the body of water surrounding, within and connecting the islands of Republic of Indonesia is inseparable part of the Republic of Indonesia territory as one united country. The concept of archipelagic state is recognized in the United Nation Convention on The Law of the Sea (UNCLOS) on December 10th 1982 and ratified with Republic of Indonesia Act Number 17, in the year1985.This recognition presents a broad responsibility in order to manage, secure and sustainably utilized the Republic of Indonesia's territory and all of its resources. It requires great maritime capability, supported by developed human resources, large amount of financial resources and modern technology.

There are four underlying and important reasons for the establishment of Ministry of Marine Affairs and Fisheries:

Indonesia, with 17.508 islands and 81.000 Kilometers of shoreline, is the biggest archipelagic state with immense marine natural resources which have not been optimally and sustainably utilized.
Several decades ago, Indonesian development program focused more on land in which land-based natural resources are largely depleted or dangerously exhausted. That is why marine natural resources are important to be the capital for the future development plan.
Indonesian population growth, coupled with the growing consciousness of how fisheries products can significantly contribute to human health and intelligent, ensure that marine and fisheries sector would play an increasingly important role in the future.
Coastal and marine region are very dynamic, with immense natural resources and great amount of problems which arises during the extraction activities. These problems should be address immediately and decisively for the sake of sustainable and responsible utilization of coastal and marine natural resources.

The Ministry of Marine Affairs and Fisheries mission, functions, organizational structures and its position in the cabinet are determined by Presidential Decree No.165 in the year 2000 issued in 23 November 2000. The Presidential decree No.9 in the year 2005, stipulated that the main mission of the MMAF is: "To Assist the President (of the Republic of Indonesia) in holding the process of governance in the Marine and Fisheries sector" (Source: KKP)

The Functions of the MMAF are:

The formulation of national policy, implementation policy and technical policy in the Marine and Fisheries sector;
The implementation of the governance affairs in the Marine and Fisheries Sector;
The management of state-owned properties under MMAF;
The supervision of MMAF mission implementation;
Delivery of report to the President on the account of evaluations, suggestions and consideration on MMAF mission and Function.

In order to realize the vision and mission of the Ministry of Maritime Affairs and Fisheries to Make Indonesia As the producer of Marine and Fishery Products Descending Year 2015, Life, and welfare of Fishermen required qualified human resources to manage the marine and fishery resources in an efficient and sustainable manner for the welfare of the Indonesian nation. Human resources professionals are reliable and the basic capital for the development of marine and fisheries.

In addition to realizing the vision and mission of the CTF, KP Extension Center, BPSDM KP also has a strategic plan (Strategic Plan), namely: The entire area of potential fishery into areas Minapolitan with a bankable business toward the industrialization of the national fisheries. Within the framework of realizing the strategic objectives defined, then set two performance indicators KP Extension Centre, namely:

an increase in the percentage of groups with independent business after getting assistance PPTK;
increase the percentage of outreach materials to reach the region Minapolitan by PPTK

The second embodiment of this indicator in the field, is not an easy thing, because that's Counseling Center will KP synergizing all the power and funds available; to accelerate its realization. In connection with some of the things mentioned above; it is necessary to set Extension Fisheries Technical Guidelines for Acceptance of Contract Labour in 2012 by sharpening requirements, thus giving confidence that PPTK year 2012 will be eligible dinamisator and prime mover capable of helping Echelon scope of the CTF in achieving targets of performance.

At the level of success of the vision of the target translation Ministry of Maritime Affairs and Fisheries, which lists the numbers increase aquaculture production by 353%; capture fisheries increased by 6% and other sectors, then there is no other way, except for moving the entire human resource potential of marine and fisheries massive with perceptions of unity and unification. Established since 1999, BSM has in fact appeared as blessings and a morale learnt from the 1997-1998 economic and monetary crisis. As is known, the economic and monetary crisis, followed by multi-dimension crisis including in the national politics, has massively affected all aspects of public life, not an exception to business matters. Under such a condition, the conventional banksdominated banking industry suffered from the worst crisis. The government finally took action by restructuring and recapitalizing the banks in Indonesia.

One of the conventional banks, PT Bank Susila Bakti (BSB) owned jointly by Employee Welfare Foundation (YKP) of PT Bank Dagang Negara and PT Mahkota Prestasi also suffered from the crisis. BSB sought to survive the crisis by merger with other banks and inviting foreign investors.

At the same time, the government merged four banks (Bank Dagang Negara, Bank Bumi Daya, Bank Exim, and Bapindo) to become a new bank under the name PT Bank Mandiri (Persero) on July 31, 1999. The merger policy also positioned and declared PT Bank Mandiri (Persero) as the new majority owner of BSB.

Further to the merger, Bank Mandiri embarked on consolidation and commissioned Sharia Banking Development Team. The team aims to develop sharia banking business services within the Bank Mandiri business group as a response to the law enforcement of UU No. 10 Year of 1998 that allows commercial banks for running sharia transaction services (dual banking system).

The Sharia Banking Development Team concluded that the law enforcement serves the right time for converting PT Bank Susila Bakti from conventional to sharia banking. Accordingly, the Sharia Banking Development Team prepared the system and infrastructure to change conventional banking activities of BSB to a bank running on the basis of sharia principles under the name PT Bank Syariah Mandiri just as legalized with the Notarial Act of Sutjipto, SH, No. 23 dated September 8, 1999.

The change in BSB business type into sharia commercial bank has been approved by the Bank Indonesia Governor through Decree No. 1/24/ KEP.GBI/1999, October 25, 1999. Through the Decree of Senior Deputy Governor of Bank Indonesia No. 1/1/

KEP.DGS/ 1999, the central bank approved the bank renaming into PT Bank Syariah Mandiri. Following the approval and legal registration, PT Bank Syariah Mandiri has officially been in operation since 25 Rajab 1420 H or November 1, 1999.

The Bank is now coming, performing and growing as a bank that combines business ideals and spiritual values as the basis of its operation. The working areas are managed through own operation and partnership cooperation, comprise 3 contracts of Joint Operating Body Enhanced Oil Recovery (JOB-EOR) and 33 contracts of Technical Assistant Contract (TAC). Thus geographically, Pertamina EP operates in nearly all territory of Indonesia, from Sabang to Merauke.

Pertamina EP Working Areas consist of three regions namely Sumatra, Java and Eastern Indonesia Regions. All JOB EOR and TAC operations are managed from Headquarter while own operations are managed by each region respectively.

The opration of those regions comprise 12 Field Areas, namely Rantau, Pangkalan Susu, Lirik, Jambi, Prabumulih and Pendopo in Sumatra, Subang, Jatibarang and Cepu in Java as well as Sangatta, Bunyu and Papua in Eastern Indonesia.

Beside the management of working areas as stated earlier, other business pattern is management through projects, such as gas development project of Pagar Dewa in South Sumatra, Gundih in Central Java and Matindok in Sulawesi.

The history of Pertamina EP is interconnected with the lengthy history of oil and gas quest around the archipelago which was started in early 19th century. Between 1871 to 1885 was early quest era until oil discovery in Dutch-occupied Indonesia. Following first drilling in 1883 at Telaga Tiga, Pangkalan Berandan, South Sumatra, Royal Dutch Company was established in Pangkalan Berandan in 1885. Since then, the exploitation of oil in the archipelago began.

During the East Asia war, oil production experienced a distortion. During Japan occupation, efforts were limited to rehabilitation of damaged fields and wells as the impact of war.

Oil production was discontinued during the war for independence. When it was over and the nation started to run more organized governance, control over oil business became less clear. Numerous small companies spurted to take advantage of oil fortune thus causing disputes. To subdue the disputes, control over oil was given to the Army.

To acnticipate it, the government established a national oil company on 10 December 1957 namely PT Perusahaan Minyak Nasional, PERMINA. In 1968, PERMINA merged with PERTAMIN and changed its name to PERTAMINA. To strengthen the new company, the government issued Law No. 8 in 1971, that positioned PERTAMINA as state-owned oil and gas company. The law obliged all oil companies interested in running their business in Indonesia to cooperate with PERTAMINA. This resulted in PERTAMINA to act as a regulator for partners who were under Cooperation Contract mechanism in PERTAMINA working areas. On the other hand, PERTAMINA also acted as operator who managed its own working areas.

Parallel to the dynamic shifts of the global and national oil and gas industry, the government issued Oil and Gas Law No. 22 /2001. Due to the law enactment, PERTAMINA status was changed into a State-Owned Enterprise and renamed as PT Pertamina (Persero). Consequently, the Company's role became an operator under Cooperation Contract with BPMIGAS as the government's representative. The law also urged PT Pertamina (Persero) to establish separate business subsidiaries so that the business of exploration, exploitation and production of oil and gas become more manageable.

It was on such ground that Pertamina EP was established on 13 September 2005. Then on 17 September 2005 PT Pertamina (Persero) signed a Production Sharing Contract (PSC) with BPMIGAS, governing all oil and gas mining areas accordingly. Eventually, majority of those areas became Pertamina EP's working areas. At the same time, Pertamina EP also signed a Production Sharing Contract with BPMIGAS valid since17 September 2005.

Therefore, Pertamina EP's working areas are those previously managed by PT Pertamina (Persero), including those previously managed by PT Pertamina (Persero) through Technical Assistance Contract (TAC) and Joint Operating Body Enhanced Oil Recovery (JOB EOR) - (Source: Pertamina EP)

Penerimaan CPNS Tetap Didamba

TribunNews - Kebijakan moratorium penerimaan Pegawai Negeri Sipil (PNS), tak membuat sejumlah lulusan SMA sederajat maupun perguruan tinggi meninggalkan orientasi menjadi PNS. Mereka tetap ingin menjadi PNS bahkan siap menunggu hingga perekrutan CPNS dibuka, Senin (28/11/2011).

Berdasar pengakuan sejumlah wisudawan Universitas Sam Ratulangi (Unsrat) Manado, ketika ditemui Tribun Manado di sela-sela acara wisuda. Sejumlah wisudawan mengaku terpaksa akan melanjutkan studi ke jenjang strata dua karena menunggu seleksi CPNS.

"Yah, terpaksa kita musti lanjut dulu S2 karena suka ikut tes CPNS belum ada lantaran moratorium," kata Ongen, wisudawan dari FISIP.

Hal yang sama disampaikan beberapa orangtua wisudawan. Mereka menyarankan anaknya untuk lanjut studi ke jenjang S2, karena ada kebijakan moratorium, "Saya sarankan anak saya supaya lanjut S2, karena tes CPNS saat ini kan baru moratorium," ujar Abram, ayah seorang wisudawan Fakultas Hukum.

Berbeda dengan Iwan, orangtua wisudawan asal Fakultas Ekonomi Unsrat ini menyampaikan anaknya untuk berbisnis sambil menunggu moratorium CPNS.

Penerimaan Tenaga Honorer CPNS Dihapus

Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Menpan RB), Azwar Abubakar menegaskan, tidak akan ada lagi penerimaan tenaga honorer di instansi pemerintah.

Dia juga memastikan tenaga honorer yang masuk di atas Januari 2005 tidak akan diangkat menjadi PNS. Tenaga honorer yang dipertimbangkan untuk diusulkan menjadi PNS hanya yang memiliki surat keputusan (SK) pengangkatan di bawah 2005. Semua yang ingin masuk PNS diwajibkan melalui jalur umum,yaitu seleksi penerimaan Calon Pegawai Negeri Sipil (CPNS).

"Tidak ada lagi penerimaan honor.Semua harus melalui tes masuk penerimaan," kata Azwar dalam acara pembukaan Workshop Penataan dan Pemetaan Kebutuhan Pegawai dalam Pengadaan PNS yang berlangsung pada 12-17 Desember 2011 di Binagraha,Pemerintah Provinsi (Pemprov) Sumut,Medan, kemarin. Mantan Pelaksana tugas (Plt) Gubernur Aceh itu mengungkapkan, saat ini jumlah PNS di luar TNI/Polri sudah mencapai 4,7 juta orang. Karena itu dalam waktu 10 tahun ke depan harus dapat tercipta jumlah pegawai yang ideal dengan konsep zero growth (pertumbuhan nol).

Dia pun menargetkan dalam 10 tahun ke depan akan ada 1,25 juta hingga 1,3 juta pegawai yang pensiun. Jumlah pegawai yang pensiun itu harus diganti dengan pegawai yang benarbenar memiliki kompetensi. Idealnya,jumlah PNS harus berkurang hingga sekitar 40% dalam kurun waktu 10 tahun. Karena itu, PNS yang akan direkrut maksimal 80.000 per tahun. Sedangkan untuk mengatasi kebutuhan tenaga ahli,ke depan akan diperbanyak tenaga konsultan,atau outsourching sehingga birokrasi pemerintah menjadi ramping, padat dan berisi. Azwar menjamin proses rekrutmen CPNS pascamoratorium penerimaan CPNS dihentikan akan dilakukan secara fair dengan tes murni.

Dengan demikian tercipta rasa keadilan dan benar-benar memiliki kemampuan. Selama moratorium dilakukan mulai 1 September 2011-31 Desember 2012, masingmasing instansi mulai dari kementerian, lembaga dan pemerintah provinsi serta pemerintah kabupaten wajib menghitung jumlah kebutuhan PNS melalui analis jabatan dan perhitungan beban kerja. Selama masa penundaan tersebut, pimpinan instansi wajib menyampaikan laporan perhitungan jumlah kebutuhan pegawai,uraian jabatan,hasil analisis beban kerja, peta jabatan, proyeksi kebutuhan pegawai selama lima tahun (2012-2016), serta berbagai upaya redistribusi pegawai yang telah dilakukan.

"Bagi instansi baik pusat dan daerah yang belum selesai menghitung jumlah kebutuhan PNS,maka dilarang mengembangkan atau menambah organisasinya dan tidak diberikan alokasi tambahan formasi untuk mengisi kebutuhan jabatan yang lowong dari pengangkatan CPNS,"tegasnya. Sejak dicanangkan September lalu hingga Desember ini, menurut Azwar, laporan analisis kepegawaian yang telah disampaikan instansi kepada Kemenpan RB masih di bawah 5%.

Sementara itu,percepatan pelaporan analisis kepegawaian masih terhambat dengan minimnya analis jabatan, terutama di Badan Kepegawaian Negara (BKN) jumlahnya saat ini hanya 61 orang. Untuk memenuhi kebutuhan, tenaga analis jabatan minimal sebanyak 4.125 orang dalam rangka pemetaan kepegawaian. Untuk itulah Kemenpan RB menggelar pelatihan yang dimulai Desember-April 2012. Pelatihan analis jabatan yang dilaksanakan di Kota Medan tersebut juga bersamaan dengan pelatihan serupa di tiga wilayah Kantor Regional BKN lainnya, yaitu Surabaya, Makassar dan Palembang.

"Seluruh peserta pelatihan di empat wilayah ini akan menghasilkan tenaga analis jabatan sejumlah 800 orang, yang merupakan bagian dari rencana penyiapan tenaga ahli analis jabatan sekurang-kurangnya 4.125 orang," paparnya. Dalam kesempatan itu, Azwar memberikan apresiasi kepada BKN Regional VI Medan yang mendapatkan ISO 9001. Sebagai PNS yang sudah pensiun, menurut dia, akan bangga jika merasakan betapa mudahnya mendapatkan pelayan yang baik di Sumut maupun Aceh.

Melalui pelatihan tersebut, bagi para peserta diharapkan dapat membawa pelayanan yang lebih baik dalam mereformasi birokrasi. Pemkab Bungo Usulkan Penerimaan CPNS Jalur Khusus

Pemerintah Kabupaten (Pemkab) Bungo, pada 2012 mengusulkan penerimaan CPNS jalur khusus. Sejalan dengan itu, DPRD Bungo juga meminta pemkab melalui Badan kepegawaian daerah (BKD)mengajukan penerimaan CPNS jalur khusus pada tahun anggaran 2012 mendatang.

Permintaan tersebut disampaikan Fraksi PAN DPRD Bungo, pada rapat paripurna dengan agenda pandangan umum fraksi di ruang rapat utama sekretariat DPRD Bungo, Senin (5/12).

"Kepada BKD kita minta agar mengusulkan pengangkatan CPNS jalur khusus, yakni tenaga teknis ke pusat," kata Martunis, juru bicara Fraksi PAN.

Terpisah, Kepala BKD Bungo, Bahktiar dikonfinrasi mengenai pengajuan CPNS jalur khusus menjelaskan, pada moratorium CPNS memang ada pengecualian. Sebutnya, bagi alumni yang sekolahnya dibiayai oleh daerah, bisa diangkat menjadi CPNS.

"Kita untuk yang khusus ada yakni alumni Sekolah Tinggi Penerbangan Indonesia (STPI), karena mereka dibiayai daerah," kata Bahktiar.

Dikonfirmasi soal permintaan dewan, Bahktir mengatakan, hal itu telah mereka lakukan. "Usulan tersebut telah kita naikkan ke Bupati. Tinggal menyampaikan ke pusat lagi," sebutnya.

BKD mengajukan alumni dari STPI yang berjumlah sebanyak 35 orang.
"Yang kita usulkan hanya untuk STPI, sedangkan mereka yang STPDN saat ini belum ada yang tamat, mereka masih belajar," ungkapnya.

"Kita juga telah koordinasi dengan orang Men PAN. Kata mereka usulkan saja terlebih dahulu. Bisa tidaknya diterima itu nanti tergantung pusat," jelasnya.(Tribun Jambi)

Hal itu sesuai dengan isi Surat Keputusan Bersama (SKB) Menteri Negara Pemberdayaan Aparatur Negara dan Reformasi Birokrasi (Menpan- RB), Menteri Dalam Negeri (Mendagri), dan Menteri Keuangan No. 2 tahun 2011 tertanggal 24 Agustus 2011 yang baru diterima Pemprov Sumut.

"Boleh membuka seleksi CPNS dengan beberapa persyaratan tadi," kata Kaiman, tadi siang. Namun, penerimaan seleksi CPNS hanya terbuka untuk formasi tertentu di antaranya tenaga pendidikan seperti guru, tenaga kesehatan seperti dokter, bidan dan perawat, serta posisi pada bidang khusus yang dibutuhkan dan dianggap mendesak.

Sementara untuk formasi umum lainnya tetap diberlakukan moratorium (penundaan sementara). "Semua usulan formasi tersebut tetap harus melalui persetujuan pemerintah pusat,bukan berarti otomatis dapat diakomodasi. Harus ada penelitian lanjutan untuk melihat kebenaran mengenai kebutuhan formasi yang dimaksud di daerah," paparnya.

Kaiman menjelaskan, dalam Surat Keputusan Bersama Nomor 02/SP.B/M-PAN-RB/8/ 2011 dan Nomor 800-032/2011 serta Nomor 141/PMK.01/2011 tersebut, syarat pengajuan dilakukan masing-masing kabupaten dan kota yang ditembuskan ke pemerintah provinsi.

Padang Ekpress - Ini kabar gembira bagi masyarakat Dharmasraya. Tahun ini, pemkab akan menerima calon pegawai negeri sipil (CPNS). Ini dikarenakan belanja pegawai Setkab Dharmasraya belum di atas 50 persen dari APBD. Rabu (14/9) mendatang, BKD akan membahas formasi penerimaan CPNS.

"Kapan jadwal penerimaan CPNS, kami belum bisa memastikan. Sebab saat ini, kami masih menunggu rapat Rabu (14/9) mendatang. Tentunya kami akan lebih selektif untuk menentukan formasi pegawai. Artinya, penerimaan tergantung kepada skala prioritas. Mana yang kita butuhkan, itu yang akan kita terima," kata Kepala BKD Dharmasraya, A Joni Zubir.

Seperti diketahui, lulusan sekolah agama dan tamatan SLTA telah diakomodir dalam penerimaan CPNS tahun ini. Saat ini, pemerintah telah mengajukan 932 formasi untuk penerimaan CPNS Dharmasraya 2011. Dari jumlah tersebut, ada 172 formasi untuk tamatan SLTA. Formasi tersebut akan kita tempatkan untuk Satpol PP. "Kita banyak membutuhkan tenaga teknis seperti penyuluh pertanian, tamatan akutansi, ahli gizi dan tenaga teknis lainnya," jelasnya.

Seperti tahun sebelumnya, kata Joni, untuk penerimaan CPNS 2011, pemkab masih memprioritaskan tenaga pendidik dan kesehatan untuk ditempatkan di daerah-daerah terpencil. "Diharapkan 932 formasi yang diajukan ini, dapat diterima seluruhnya, minimal separuh dari formasi yang diajukan. Karena formasi yang telah diajukan tersebut telah melalui penyaringan," ulasnya.

Terpisah, sidak hari pertama masuk kerja pascaLebaran Idul Fitri, 10 persen dari jumlah PNS, tidak masuk kerja. Ini terungkap saat apel pagi yang dipimpin Wakil Bupati Dharmasraya, Syafruddin di halaman kantor bupati. Jumlah pegawai di lingkungan SKPD sebanyak 893 orang, 97 orang pegawai tak hadir. 48 orang di antaranya absen tanpa keterangan.

Sebelumnya, BKD melakukan sidak ke seluruh SKPD dan kecamatan-kecamatan di lingkungan Pemkab Dharmasraya saat hari pertama kerja pascalibur Lebaran. "Ini untuk meningkatkan disiplin PNS. Bagi yang mangkir tidak masuk tanpa keterangan akan diberikan sanksi. Mulai dari penundaan kenaikan pangkat," jelas Kepala BKD, A Joni Zubir.

Bogor Tetap Terima CPNS

JPNN - Nusantara Harapan puluhan ribu pencari kerja (pencaker) untuk melamar calon pegawai negeri sipil (CPNS) di Kabupaten Bogor pupus. Pasalnya, Pemkab Bogor tidak lagi membuka lowongan penerimaan CPNS tahun ini, kecuali untuk tenaga guru dan dokter.

Kebijakan itu merupakan implementasi penghentian sementara alias moratorium CPNS yang dimulai sejak 1 September 2011. "Tahun ini Pemkab Bogor hanya terima tenaga guru dan dokter," ujar Bupati Bogor Rachmat Yasin.

Ia menambahkan, moratorium CPNS merupakan langkah memaksimalkan pegawai yang sudah ada. "Kita siap mengantisipasi semuanya. Saat ini tengah disusun regulasinya karena kita diberikan waktu sampai Desember oleh Menpan," tambahnya.

Menurut dia, kebutuhan pegawai dalam sistem birokrasi modern, termasuk di pemerintahan Kabupaten Bogor, idealnya dua persen dari jumlah penduduk. "Penduduk Kabupaten Bogor 4,7 juta jiwa. Artinya, Pemkab Bogor sebenarnya butuh 94.000 pegawai. Sementara pegawai pemkab sekarang hanya 21.000 orang. Jumlah itu sangat kurang.

Mantan Ketua DPRD Kabupaten Bogor ini menambahkan, sebetulnya persoalan utama bukan pada kekurangan pegawai, tapi lebih kepada pemerataan dan pengoptimalan layanan. Itu yang perlu dibenahi.

Menurut dia, kalau terlalu banyak di pemerintahan juga tidak baik. Lebih baik dimaksimalkan di lingkup kecamatan. Pasalnya, seluruh pelayanan dititikberatkan di kecamatan, mulai dari pelayanan KK, KTP, hingga permasalahan jual beli tanah dan lainnya. "Ke depan, saya akan lebih mengoptimalkan pelayanan di kecamatan," imbuh politisi partai berlambang Ka'bah ini.
Ia menambahkan, pemkab tahun ini tetap membuka lowongan CPNS bagi tenaga guru dan dokter.

Kepala Badan Kepegawaian Pendidikan dan Pelatihan (BKPP) Kabupaten Bogor, Aty Guniarwati menambahkan, saat ini jumlah PNS di Kabupaten Bogor mencapai 20.563 orang. Jumlah tersebut dianggap belum cukup. Sebab, rasio PNS di Kabupaten Bogor baru 0,44 persen. Padahal, idelanya rasio PNS di setiap daerah 1,6 persen. "Artinya, Pemkab Bogor masih membutuhkan PNS baru. Namun tahun ini kita utamakan tenaga kesehatan dan tenaga pendidikan," terang Aty.

Anggota Komisi A DPRD Kabupaten Bogor, Junaedi Sirait, mendukung keputusan moratorium CPNS. Menurut dia, penangguhan itu bagus, karena disiplin PNS terutama yang tugasnya di kantoran, mulai menurun. "Setiap selesai libur panjang, pasti harus disidak karena banyak yang tak masuk. Padahal, kebanyakan hanya bekerja setengah hari. Sementara, lebih dari 50 persen APBD habis untuk menggaji mereka," katanya kepada Radar Bogor belum lama ini.

Ia menambahkan, moratorium PNS itu merupakan bentuk penyegaran organisasi dan reformasi birokrasi. Bahkan, ia mengusulkan ada pemangkasan PNS. "Bagi PNS yang malas, ya ganti saja dengan yang baru, pemilihannya pun harus selektif," kata politisi Partai Demokrat ini.

Terpisah, Pemkab Bogor belum berani menyatakan sikap pasca penadatangan moratorium PNS. Kepala Subbidang Kesejahteraan Pegawai, Badan Kepegawaian Pendidikan dan Pelatihan (BKPP) Pemkot Kota Bogor, Ahmad Irawan mengatakan, ia belum bisa memberikan informasi terkait penerimaan CPNS tahun ini. Irawan mengaku masih menunggu kabar dari pusat, sebelum memberikan informasi kepada publik. "Kita masih menunggu petunjuk dari pusat," imbuhnya.

Pemerintah Kota Tomohon tetap akan melakukan rekrutmen calon pegawai negeri sipil (CPNS) pada tahun 2011. Ini akan dilakukan setelah turunnya petunjuk teknis tentang rekrutmen CPNS dari pemerintah pusat.

"Tomohon masih membutuhkan tambahan PNS, jadi rekrutmen tetap akan dilakukan. Prioritas utama adalah tenaga honorer daerah (honda) yang telah mengabdi selama 5 tahun terus menerus, dibuktikan dengan syarat administrasi yang nantinya akan diverifikasi, terutam penerimaan gaji yang bersumber dari APBD," jelas Arnold Poli, Sekretaris Kota Tomohon, kepada Tribun Manado, Senin (5/9) lalu.

Soal moratorium dari pemerintah pusat, menurutnya tak efektif diberlakukan di Kota Tomohon, sebab daerah ini baru saja dimekarkan dari daerah induk Minahasa.

"Moratorium efektif diberlakukan untuk daerah yang telah berdiri lebih dari 10 tahun, karena rekrutmen PNS mengalami kenaikan 10 persen tiap tahunnya. Tomohon kan belum mencapai usia itu," jelas mantan Asisten I Pemerintah Provinsi tersebut.

Apalagi kata Poli, belanja pegawai yang ada di Tomohon tak mencapai 50 persen dari total APBD. "Belanja pegawai setiap bulan mencapai sekitar Rp 11 Miliar, jadi total setahun sekitar Rp 133 Miliar. APBD Tomohon saat ini Rp 356 Miliar, jadi jika dipersentasekan jauh dibawah 50 persen," katanya.

Di Tomohon sendiri tambah Poli, setiap tahunnya banyak pegawai terutama guru yang memasuki masa pensiun, sehingga harus diisi untuk mengantisipasi terjadinya kevakuman yang bisa berimbas pada menurunnya kualitas pendidikan karena minimnya tenaga pengajar.

"Untuk tahun ini saja ada sekitar 10 persen guru yang mungkin akan pensiun, ini harus diisi dengan melakukan rekrutmen baru," terangnya.

Kendati demikian pemerintah kota, katanya tetap akan mengikuti semua kebijakan yang dikeluarkan pemerintah pusat. Sebab, kebijakan yang dikeluarkan pasti telah dikaji matang sehingga tak merugikan daerah dan kepentingan masyarakat banyak.

Terpisah, Masna Pioh, Kepala Badan Kepegawaian dan Diklat Daerah (BKDD) Kota Tomohon mengungkapkan pada tahun ini telah diusulkan 580 kursi ke pemerintah pusat untuk diisi sesuai kebutuhan yang ada. "Sekarang masih menunggu persetujuan," tukasnya.

Pemprov Riau Tetap akan Adakan Penerimaan CPNS

Setdaprov Riau Wan Syamsir Yus mengatakan, bahwa Pemprov Riau tetap mengusulkan penerimaan calon pegawai negeri sipil (CPNS). Sikap tersebut bukan berarti tidak menghargai keputusan pemerintah tentang moratorium atau penghentian sementara penerimaan CPNS, melainkan didasari kebutuhan yang tak terelakkan.

"Ada kebutuhan PNS yang tidak mungkin kita elakkan. Karena itu, kita akan tetap usulan penerimaan," ujarnya menjawab wartawan usai mengikuti pelantikan Kepala BPKP Riau di Gedung Daerah, Kamis (8/9/11).

Sejumlah tenaga teknis yang dimaksud adalah untuk bagian medis, teknis dan guru. Teknis seperti tenaga akuntansi.

Ketika ditanya mengenai jumlah usulan penerimaan CPNS akan diajukan, Wan Syamsir Yus belum bisa menyebut angka pasti, namun diperkirakan sekitar 100 orang. "Tidak banyak. Paling banyak seratus orang," tukasnya.

Meskipun sangat membutuhkan, namun Wan Syamsir Yus menyerahkan sepenuhnya keputusannya dari pemerintah pusat. "Karena yang punya kewenangan pemerintah pusat, kita menyerahkan saja keputusannya kepada pusat," demikian penjelasannya.

Pemkot Surabaya Tetap Ajukan Rekrutment CPNS

Pemerintah Kota Surabaya tetap mengajukan sebanyak 1.700 untuk formasi penerimaan calon pegawai negeri sipil (CPNS) tahun 2011. Formasi ini antara lain untuk tenaga guru, kesehatandan teknisi.

Kepala Badan Kepegawaian dan Diklat (BKD) Yayuk Eko Agustin di Surabaya, Rabu (7/9/2011) mengatakan, pemkot telah mengajukan kuota ke Kementerian Pendayagunaan Aparatur Negara. Berapa yang dipenuhi tergantung pemerintah pusat, yang jelas sudah diajukan dan diharapkan jumlahnya bertambah daru tahun lalu, katanya.

Calon PNS yang diajukan sebanyak 1.700 orang untuk mengisi formasi yang pensiun. Sebab setiap bulan ada 70-80 PNS pensiun, sehingga setiap tahun mencapai 800 orang.

Sementara kuota penerimaan yang diberikan pusat setiap tahun maksimal 340 orang. Sangat tidak ideal dengan jumlah penisun padahal dari kekuatan APBD, pemkot mampu membayar PNS, ujarnya.

Menurut Yayuk, penambahan PNS sangat dibutuhkan agar pelayanan kepada masyrakat yang pada siang hari mencapai 5 juta jiwa, sedangkan malam ada 3,7 juta jiwa meningkat.

Keberadaan penduduk saat ini tidak sebanding dengan sumber daya manusia di Pemkot Surabaya sebanyak 19.000 orang. Selama kuota belum terpenuhi, pemkot menggun akan jasa tenaga kontrak untuk beberapa bidang kerja (ref: Kompas)
